FUNCTION: Administer, direct and supervise the operations of the Personnel Department     of the District under delegated authority from the Superintendent, and within the policies of the District.

QUALIFICATIONS:

  1. A. or M.S. in Education
  2. Valid State of Illinois Professional Educator License with General Administrative Endorsement
  3. Five or more years successful administrative experience.
  4. Five or more years of successful teaching experience.
  5. Demonstrated knowledge and understanding of instruction and evaluation processes.
  6. A thorough knowledge of labor relations and negotiations.
  7. Knowledge in Federal and State educational legislation.
  8. Demonstrated capabilities in leadership, academic, competence and personnel management.

AUTHORITIES:     

  1. To assist the Superintendent in developing, establishing and maintaining personnel policies in the school district. 
  2. Serve as the Superintendent's chief representative in relations with employee organizations. 
  3. Act as chief negotiator for Management. 
  4. Act as chief contract administrator along with Chief Officer for Legal Services and Labor Relations.
  5. Represent the District at arbitration. 
  6. Establish management staff development programs.

RESPONSIBILITIES:                          

  1. Plans, develops and reviews personnel policies and administrative rules in accordance with State and Federal laws for presentation to the Superintendent for Board adoption.
  2. Attends all regularly scheduled monthly meetings of the Board, and such staff meetings and conferences as called by the Superintendent.
  3. Keeps informed of and interprets all laws, regulations, statutes, rules and policies affecting personnel.
  4. Plans and administers a system of recruiting, hiring, training, and evaluating competent and qualified personnel.
  5. Recommends, reviews, and designs all job application forms used by the district, ensuring their compliance with State and Federal statutes and Board policies on nondiscrimination.
  6. Maintains and updates a complete file of job descriptions in the district.
  7. Recommends all assignments, transfers, dismissals, and promotions.
  8. Processes recommendations for termination of employees, assembling substantiating information for dismissal of employees, and arranging any necessary conferences and hearings.
  9. Certifies classifications and salaries to the Business Department.
  10. Administers the provisions of various contracts and salary schedules for all personnel.
  11. Provides necessary research for successful wage and salary administration.
  12. Negotiates with district bargaining units concerning salaries, fringe benefits, hours of work and conditions of employment.
  13. Directs the accumulation of necessary data used in negotiations.
  14. Coordinates all aspects of contract administration during the terms of various contracts with employee organizations.
  15. Provides guidance to district administrative and supervisory personnel in matters relating to employee relations.
  16. Counsels with employees to resolve complaints, difficulties, and other matters related to personnel management.
  17. Confers with principals and other management personnel to determine needs for staff of various classifications.
  18. Organizes and supervises a substitute program for teachers.
  19. Develops and maintains a system for personnel records for all school employees to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfers, tenure, retirement, leaves, promotions, etc.
  20. Administers clinical and student teacher agreements between the district and participating colleges and universities.
  21. Prepares state reports and claims as required. Supervises and evaluates staff of the Personnel Office. Prepares and administers the department budget.
  22. Monitors personal days, sick days, tuition reimbursement, child care leaves, and other related personnel functions.
  23. Maintains and monitors balanced racial staffs for all divisions.
  24. Reviews and makes determination with regard to personal leave requests.
  25. Monitors unemployment compensation claims and attends all protest hearings.
  26. Reviews and monitors all workers' compensation claims and work closely with the Assistant Superintendent for Business and Financial Services and insurance company in regard to loss control program.
  27. Coordinates with Assistant Superintendent of Curriculum/Instruction on annual Administrative Intern Program.
  28. Serves as the District's Authorized Agent for the Illinois Municipal Retirement Fund (IMRF). Counter-sign the Impress Fund checks.
  29. Administers the mandatory Criminal Background Check program.
  30. Other duties and responsibilities as assigned by the Superintendent.
